Parliamentary election in Armenia #armvote17 and LGBT rights

I have no much hopes left for elections in Armenia under current circumstances.

I know that at the end it will be the ruling Republican party and related to them & ex-president Kocharyan Prosperous Armenia party that will have a majority share in the next parliament.

I know that this election will not be clean and fair. Yet another “step forward” blah-blah…

I do not have a favourite party or political alliance to endorse. But the following list is my definite DO NOT VOTE for:

• Republican party of Armenia 
• Tsarukyan alliance (Prosperous Armenia) 
• ARF Dashnaktsutyun 
• Armenian Renaissance (‘re-branding’ of Orinats Yerkir by disgraced Artur Baghdasaryan)
• Communist party. The only political party that explicitly included anti-LGBT statement within their election programme (կուսակցությունը պատրաստվում է «պայքարել համասեռամոլության, տրանսգենդերների» դեմ)։

This is the first election in Armenia when political parties or their reps are being questioned by civil society activists and some media outlets on their attitude towards LGBT rights as part of election campaign.

Of course, we are not there yet when LGBT Armenians would be perceived as powerful force that could influence the election results. For this we need free and fair election system in place, and much more vocal and open presence of LGBT people in the country. However, this is a step in the right direction.

4 political parties/alliances (out of 9 participating in this parliamentary election) replied to the pre-election survey of the “Partnership for Open Society” initiative: Ohanyan-Raffi-Oskanian (ORO) alliance; Yelq (“Way Out”) alliance; Free democrats; and ARF Dashnaktsutyun. They all answered ‘Yes’ to the question on whether LGBT people should have the same rights as other citizens. However, I will never trust that ARF Dashnaktsutyun in Armenia genuinely believes in equal rights of all citizens until and unless they come clean re their high level reps support for DIY firebombers. Instead of reprimanding them, those homophobic reps remained on the highest positions in the party's Armenian branch and even got promoted to the ministerial level within the government as part of their alliance with the ruling Republican party.

Of course, it’s one thing to answer ‘Yes’ to a non-binding general question, it’s another thing to find out the substance of their stance.

lgbtnews.am keeps doing great job in challenging MPs, NGOs and other politicians and civil society representatives in Armenia on LGBT rights.

In the context of upcoming parliamentary election, they questioned so far ORO, Yelq and Congress/PPA alliance reps. The most straightforward answer was presented by ORO rep Hovsep Khurshudyan. To note, Hovsep of Zharangutyun (“Heritage”) party consistently (and not only during election period) supported human rights issues in Armenia, including LGBT rights, although it is not clear whether his views represent views of the alliance or rather some in Zharangutyun party. I have no doubts that head of Zharangutyun party Raffi Hovhannisyan genuinely supports LGBT rights too. I will never forget his appearance in front of gay-friendly DIY bar in Yerevan soon after firebombing. However, I have no idea, for instance, what ex-MoD Seyran Ohanyan’s views are regarding this matter.

Congress/PPA alliance (LTP) rep Arman Musinyan did not clearly answer to the similar question although in general terms voiced firmly against discrimination of all citizens.

Questioned more specifically re LGBT rights Yelq rep Alen Simonyan reiterated the position of their alliance about equal rights and human rights for all but resisted attempts to single out any specific group.

NEFUIL: new initiative by Armenian LGBT activist

NEFUIL is an initiative by one of Armenia's well known LGBT activists, Sevak Kirakosyan. It's an acronym that stands for "Nest For Understanding And Improving Life".

Unzipped: Gay Armenia asked Sevak to describe the initiative:

"It all started with struggling to understand my own sexuality. Later I felt like as if I transcended many borders along the way and it all culminates with the foundation of NEFUIL."

For the past 5+ years Sevak has volunteered for LGBT rights and other causes. He used to work and still volunteering with PINK Armenia, the country's leading LGBT rights group, being targeted, along with fellow activists, by various conservative, homophobic elements. Currently he is part of a new NGO to address rights of transgender people in Armenia - Right Side NGO.

The website of NEFUIL (very basic, as of now) has only three offerings so far, and two of them LGBT related.

A short oeuvre, in Armenian, entitled "Holy and Filthy: Homosexuality and Transgenderness in World Religions” reflects how various religions treat homosexuality and gender identity across time and cultures. Sevak stresses that 50% of the income from this sale will be invested back into a new initiative to support LGBT movement and empower LGBT+ individuals in Armenia: ”Most probably we'll make a new fund for supporting LGBT+ individuals thrive".

The other bilingual article (available in English and Armenian) is entitled "LGBT in USSR, ASSR & III RA” [“ԼԳԲՏ Պատմություն. ԽՍՀՄ և Հայաստան”] and “unearths unique stories from USSR, Soviet and modern Armenia, some of which were never told before.”

Says Sevak: ”We hope to establish physical "nests" around Armenia and later in the region to help transform Armenian-Azerbaijani conflict and bring more peace and harmony into the region and the world."

British Ambassador in Armenia marks IDAHOT with local LGBT activists

To mark IDAHOT2016, HM Ambassador Judith Farnworth hosted a lunch for representatives of Armenian ‪#‎LGBT‬ organisations to discuss LGBT equality and to learn about their work.

The Ambassador then gave an opening speech at a conference organised by the "New Generation" NGO to discuss legislative changes for the protection of the rights of LGBT people.

In her speech the Ambassador noted that "The UK Government is committed to non-discrimination on any grounds, including sexual orientation and gender identity. We are committed to promoting the rights of lesbian, gay, bisexual and transgender people. This isn't about special rights - it is merely about LGBT people being accorded the same dignity, respect and rights as all other citizens. Human rights are universal and should apply equally to all people.....

......The UK has one of the world's strongest legislative frameworks to prevent discrimination and we are ready to share our experience and practice with other countries preparing anti-discrimination legislation - including Armenia.

.....The strongest, safest and most prosperous societies are those in which citizens can live freely and without fear of violence or discrimination and where ALL citizens can play a full and active role in society. That is why the UK government, including my own ministry the FCO, is intent on continuing its efforts nationally and internationally to promote equality and tolerance."

Says Ester Violante, volunteer of APY NGO, who produced this video:"In Armenia the struggle of LGBTI people is quite hard: there are a lot of prejudices. Those prejudices bring fear, and fear brings violence. We must stop this vicious circle with knowledge. [...] I want to show that there is no difference between “them” and “us”, because love means love!"

Good to see that the Armenian Progressive Youth stands true to its name in embracing equality and tackling discrimination.

Azeri group Peace for LGBTQ held IDAHOT event in Baku

Azeri group Peace for LGBTQ held an event in Baku - "The burden rainbow carry" - to mark the International Day Against Homophobia and Transphobia on 17th May.

As a special guest during their interactive seminar, Dr. Elmir Akbar, well known in Azerbaijan
psychotherapist, spoke about his analysis concerning the causes and treatment of emotional breakdowns experienced by LGBT people, as well as related issues.

Even though it was an open event, the location and the names of participants were kept confidential considering safety issues.

Says Peace for LGBTQ: “The world is beautiful as long as there is peace. It's in our hands to free this world from hatred.”

Participants then hold posters with human rights messages, which were published on the Peace for LGBTQ Facebook page.

"Normal dediyiniz nedir?” - reads one of the messages on posters, meaning ‘What do u define as normal?”. This is one of the slogans of Peace for LGBTQ.

U.S. Ambassador in Armenia marks International Day Against Homophobia and Transphobia

Kudos to US Ambassador for marking IDAHOT by holding a reception of LGBT rights activists and NGO representatives in Armenia.

In recognition of the International Day Against Homophobia, Transphobia and Biphobia on May 17, U.S. Ambassador Richard M. Mills, Jr. met with Armenian civil society representatives who advocate for Lesbian, Gay, Bisexual and Transgender (LGBT) rights in Armenia. During their meeting, the Ambassador heard from the civil society representatives about their work to ensure that the legal and human rights of LGBT Armenian citizens are fully protected.

The United States remains unwavering in its commitment to advance LGBT equality at home and around the world. Both former Secretary Clinton and Secretary Kerry have made strong statements condemning discrimination and violence against LGBT persons, recognizing that all human beings are born free and equal in dignity and rights, and that everyone is entitled to all the rights and freedoms enshrined in the Universal Declaration of Human Rights.

The U.S. Embassy has supported NGOs who advocate for equal rights for all Armenians through its Democracy Commission Small Grants program.

Armenians in Istanbul Gay Pride in solidarity with LGBT people in Armenia and in support of universal human rights

“DIY is everywhere” [“Ամեն տեղ “DIY” է”] says one poster, in reference and in solidarity with the gay friendly bar DIY in Armenia capital Yerevan that was firebombed last year in a neo-nazi style attack. “We are all LGBT” [“Բոլորս “LGBT” ենք”], continues the same poster, echoing "We are all Hrant Dink", in reference to famous Armenian editor assassinated in Turkey.

"We are few but we are LGBT" [“Քիչ ենք բայց ԼԿՊԹ/ԼԳԲՏ ենք”], says another poster, paraphrasing famous poetry by Armenian writer Paruyr Sevak ["We are few but we are called Armenians"].

According to their website, Nor Zartonk “contributes to the internalization of universal and libertarian values”. “Nor Zartonk assists individuals to recognize Equality, Justice, Democracy and Peace as fundamental values and contributes the understanding of Human Rights as a whole without any kind of discrimination. Nor Zartonk is against militarism, sexism, homophobia, racism and any kind of discrimination".

Exactly one year ago, on May 8th, 2012, three young men bombed DIY pub in Yerevan, which was

followed by scores of state officials justifying the hateful crime. In connection with this, on May 8, 2013 at 12:00 pm, Ani Plaza Hotel hosted “Hate Culture in Armenia: One Year Later”, a round-table discussion organized by concerned citizens with the support of Human Rights House – Yerevan.

The discussion began with activist Lala Aslikyan presenting a chronology of events that took place before and after the bombing. “DIY pub opened its doors in April of 2011 and was subject to frequent threats and attacks by groups of young fascists just a few months after its opening. Attackers would constantly destroy property, break bottles and glass, and spit on the premises,” said Lala. “At 5:00am on May 8th, 2012 five young men bombed the pub. A few days later, extremists graffitied the walls of the pub with images and symbols of fascism. Although the suspects were arrested, one suspect was bailed out shortly after and police released the other after he promised not to leave the country.”

Lusine Ghazaryan presented the legal process of the case, emphasizing that what happened was a hate crime because the act was aimed at destroying not only property, but to intimidate and threaten the owner of the pub as well as the safety of her supporters. “The criminals were charged under Article 185 of the criminal code, which does not include hate crimes,” said Lusine. Adding that this case might have great strategic importance, as it can bring significant positive changes in the law to include intent.

Mamikon Hovsepyan of PINK Armenia spoke about institutionalized homophobia and how every time there are elections, political parties draw attention to LGBT people and use homophobia as a means to gather an electorate since a majority of the population is homophobic. “They target specific people and last year after the parliamentary elections the target was Tsomak”, said Mamikon.

Human rights defender Arthur Sakunts noted, “the structure of the government is monopolized, which creates fertile ground for the emergence of different forms of discrimination to which religious organizations, LGBT individuals, women, ethnic minorities, foreign citizens and anyone else who is somehow different from the ruling majority are subject to. The solution to this problem is Article 1 of the Constitution of the Republic of Armenia which states that Armenia is a sovereign, democratic, social state governed by the rule of law”.

Round-table participant Yura Manvelyan, editor of Epress.am said, “The mass media has created an image of the enemy: Turks, Jehovah’s Witnesses, homosexuals, and feminist activists. The journalist is the only connection between the editor and the microphone. Therefore, the journalist has control of how they want to create the story and twist it around. Usually journalists perpetuate hate culture through their own stereotypes and prejudices.”

Attack against gay friendly DIY bar and disruption of diversity march feature in the UK Foreign Office "travel advice to Armenia"

For the first time, updated "travel advice to Armenia" by the UK Foreign and Commonwealth Office (FCO)  features attack against gay friendly DIY bar in Yerevan and disruption of diversity march by neo-nazi groups and elements.

In May 2012 a gay-friendly bar in downtown Yerevan was attacked and a diversity march in central Yerevan was disrupted by nationalist groups. See Local Laws and Customs.

Under the Local Laws and Customs, British Foreign Office continues:

Homosexuality was decriminalised in 2003 but is still viewed with disapproval by many Armenians. Local LGBT groups occasionally suffer from verbal and physical harassment. Although same sex couples are often seen holding hands and kissing in public, this is common in Armenian culture, and is not necessarily an indicator of sexual orientation. You should be discreet.

Anti-discrimination legislation under discussion in Armenia amid discontent of local human rights groups with the Ombudsman office

On the occasion of the International Day of Tolerance, 16th November, PINK Armenia organised a round-table discussion aimed at developing and advocating for anti-discrimination legislation in the Republic of Armenia.

“Armenia has joined and/or ratified all the main international tools to eradicate discrimination. Nevertheless, the problem of discrimination has never been discussed consistently, and there are no effective legal mechanisms to prevent and punish discrimination against individuals. It is important to shape operational mechanisms in this context to prevent discrimination, intolerance and xenophobia, as well as to respond appropriately to such manifestations”, mentioned the head of PINK Mamikon Hovsepyan. Representatives of the Human Rights Defender (Ombudsman) Office informed that they have already prepared a preliminary draft of the anti-discrimination law while stating the necessity and importance of this legislation.

It was bizarre to learn that the Ombudsman’s office has already prepared or in a process of finalising a draft anti-discrimination legislation without consultations with the local NGOs working in the filed. This resulted in heated discussions at the round-table.

As far as I learned, Ombudsman’s office reassured that the draft anti-discrimination law will be inclusive (inclusive of sexual orientation too). However, until I see it, I won’t be certain that this is indeed a comprehensive law. Also, Ombudsman’s office should use the word “consultation” to its full meaning and not just a mere formality.

On the other hand, while welcoming these developments, I have doubts that with the current parliament such legislative initiatives have a chance to pass, unless they are set as precondition by the European Union and European organisations to further develop ties with Armenia.

The Yerevan Press Club shares the indignation of Armenia's non-governmental organizations who disseminated a letter on October 23 condemning another refusal to host the screening of the film “Parada”. We consider the obstacles raised for such public events as a blatant violation of the right to freedom of expression.

It has been only a year since we appreciated that the practice of refusing provision of premises for political motives has almost stopped. And today, the Armenian society faces yet a new, not less disgraceful challenge - an artificial restriction on disseminating information about issues of diversity and personal freedom.

After 20 years of gaining independence and proclaiming democratic development as the main path for nation building, the Armenian state is still unable to ensure the protection of its’ citizens’ rights from intolerance and xenophobia. The “fearfulness” of the management of the halls, which refuse the film screening, can be explained by nothing less than this. In this regard, one should remember the inaction of law enforcement bodies towards the attacks against the “Asparez” Journalists' Club of Gyumri and the Vanadzor Branch of Helsinki Citizen's Assembly, who in April 2012 provided their halls for showing films, “disliked” by some people.

It is inadmissible for the authorities, who strive for European standards of constituting the state and public life, to pander to those persons and groups, who assume the right to ban, threat, exercise violence and who dictate their own visions of what others should and should not do.

Challenges faced by Armenia's LGBT people to be discussed at "Armenians and Progressive Politics" conference in New York

"The Armenians and Progressive Politics" conference focusing on Armenia at 21 (referring to the 21th anniversary of independence from the Soviet Union) will be held at Columbia University on 28-29 September 2012. [http://www.armeniansandtheleft.com]

For the first time, head of PINK Armenia Mamikon Hovsepyan will participate in the conferences to talk about "LGBT Rights in Armenia – Silenced Reality." He will be on the "Emergence of Social Movements, NGOs, and the Rise of a New Identity Politics" panel. The following is the abstract of his talk (via Armenians and Progressive Politics FB page):

In the shadow of societal and institutional discrimination, gay, lesbian, bisexual, and transgender people in Armenia face tremendous struggles in achieving equality, both at the personal and organizational levels. Although the Armenian government has signed and ratified most of the UN, Council of Europe and OSCE covenants, treaties, and other instruments, including a partnership and cooperation agreement with the European Union, in practice, those commitments have not been met with regard to human rights pertaining to sexual orientation and gender identity.

In Armenia, homophobia is widespread and deeply ingrained in society. Visibility of the LGBT community is limited. Individuals face discrimination and human rights violations in virtually all spheres of society due to their sexual orientation and gender identity. Most seriously, LGBT individuals can be bullied in educational institutions or become victims of psychological and physical abuse while serving in the Armenian army.

Hate crimes and their promotion are supported by the majority of society and politicians, under the pretext of “patriotism” and “Christianity.” As a result, extremist groups of young people and their sponsors have deliberately spread misinformation to disrupt Armenia’s diversity march, considering it a gay parade, and have subjected its participants to violence. This spring, a fascistic group bombed a bar patronized by supporters of diversity and multiculturalism. This talk will examine these profound challenges faced by Armenia’s LGBT community.

International Hrant Dink Award names PINK Armenia ‘Inspiration 2012’ recognising its work for LGBT rights

On Hrant Dink’s birthday - 15 September, the Hrant Dink Foundation presents annual International Hrant Dink Award. The Award is "presented to people who work for a world free of discrimination, racism and violence, take personal risks for their ideals, use the language of peace and by doing so, inspire and encourage others. With this award, the Foundation aims to remind to all those who struggle for these ideals that their voices are heard, their works are visible and that they are not alone, and also to encourage everyone to fight for their ideals."

Since 2010, in addition to the grated awards, the International Hrant Dink Award ceremony salutes “Inspirations” - “those people, organizations, initiatives and projects that we support wholeheartedly, those that make us happy for sharing the same world and walking the same path”.

This year PINK Armenia was named among “Inspirations”. PINK Armenia is truly an inspiration for many of us. One of the very few groups in Armenia keeping THE hope alive that one day Armenia will turn into a country closer to my dreams.

Secretary Clinton honors Armenia rights advocates

U.S. Secretary of State, Hillary Clinton, joined the U.S. Embassy, Counterpart International, the British Embassy, the OSCE, and the EU to honor individuals working to promote human rights, accountable governance, and free speech in Armenia at the Universal Rights Awards Ceremony at the U.S. Embassy in Yerevan. Secretary Clinton delivered remarks at the event and met privately with the award recipients. The Universal Rights Awards Ceremony was the first multi-mission initiative to highlight the contributions of Armenia’s civil rights activists, government officials, and media representatives to the promotion of human rights. Armenian government officials, foreign diplomats, NGO representatives, and the press attended the event.

Freedom Defender Award - Artur Sakunts
USAID/Armenia Mission Director, Jatinder Cheema, opened the ceremony and awarded Artur Sakunts with the Freedom Defender Award. “Artur defends all minorities, especially those that are the target of intolerance, such as ethnic, religious, and sexual minorities. He is not afraid to take unpopular stances, working constantly for a more tolerant Armenia,” said Director Cheema.

Woman of Courage Award - Tsovinar Nazaryan
Counterpart International’s Chief of Party, Alex Sardar, presented the Woman of Courage Award to Tsovinar Nazaryan for her military reform efforts. “Tsovinar should be proud of her role in encouraging the military to embrace reform, which will lead to a more modern, effective, and humane force for Armenia,” Mr. Sardar said.

Presenting the award for media excellence to the editors of Epress.am -- Sonya Apresova, Yuri Manvelyan, and Armen Melikbekyan -- the Head of the OSCE Office in Yerevan, Ambassador Andrey Sorokin, commended them for their fair and balanced coverage and commitment to human rights reporting. Ambassador Sorokin stated, “Epress’s coverage of human rights plays an important role in informing the public and contributing to public debate. This type of reporting is an important element in Armenia’s democratic transformation.”

Statement against intolerance and homophobia in Armenia (EU Eastern Partnership Civil Society Forum - Armenia National Platform)

EU Eastern Partnership Civil Society Forum - Armenia National Platform, that includes more than 30 active NGOs, such as Asparez, Transparency International, Internews and more, issued statement against intolerance and homophobia in Armenia, taking into account recent firebombing of DIY bar, disruption of Diversity march, and some of high level officials' endorsement of terrorism and anti-gay violence in Armenia, including by ruling Republican party spokesman, vice-speaker of Armenia parliament Eduard Sharmazanov, other high level members and MPs of ruling party and MPs of ARF Dashnaktsutyun party, and in particular Artsvik Minasyan.

ՔՀՖ Հայաստանի ազգային պլատֆորմը իր խորը մտահոգությունն է հայտնում ս.թ. մայիսի 8-ին Երևանում DIY ակումբի պայթեցման, ապաև դրան հետևած որոշ արձագանքների կապակցությամբ: Խստորեն դատապարտում ենք այլատյացության, մասնավորապես` հոմոֆոբիայի ցանկացած դրսևորում և բոլոր նրանց, ովքեր ուղղակի կամ անուղղակի խրախուսում են անհանդուրժողականության սերմանումը Հայաստանում:

Statement by NGOs and activists re: neo-nazi attack on DIY bar in Armenia capital Yerevan + news update

Many popular online news outlets in Armenia posted our statement (several NGOs and activists) re neo-nazi attack on DIY. Original statement is in Armenian. I will add English version if it becomes available.

In other developments: 2 suspects detained for attacking DIY has been named by police as Iranian Armenian brothers Arame and Hambik. I saw their pictures uploaded by anti-fascist DIY support group on Facebook. Attackers are members of "Dark Ravens Armenia" group.

Մեկ տասնյակից ավելի հասարակական կազմակերպություններ հայտարարություն են տարածել` կապված DIY ակումբի հրկիզման փաստի հետ, որտեղ դատապարտում են ֆանատիկ, ֆաշիստական եւ այլամերժ անօրինական դրսեւորումները:

Հայտարարությունում ասվում է.

«Այս տարվա մայիսի 8-ին, առավոտյան ժամը 05:00-ի սահմաններում մի խումբ երիտասարդների կողմից պայթեցվել է Երեւանում, Փարպեցի 14/11 հասցեում գտնվող DIY ակումբը:  Ըստ տարածված լուրերի, այս նույն երիտասարդները նման քայլեր են կատարել նաեւ Երեւանի այլ ակումբներում, որոնք ըստ իրենց` բազմազանության եւ բազմամշակութայնության կողմնակիցներ են: Խիստ մտահոգիչ եւ դատապարտելի է այն հանգամանքը, որ տվյալ երիտասարդները ներկայացնում են անհանդուրժողական եւ ֆաշիստական խմբավորում, որը մինչ այդ պարբերաբար ագրեսիվ գործողություններ կատարելով` ահաբեկել է ակումբի տերերին ու հաճախորդներին եւ փորձել վախ սերմանել:

Մենք դատապարտում ենք ֆանատիկ, ֆաշիստական եւ ապօրինի բռնի գործողությունները: Հիշեցնում ենք, որ ՀՀ Սահմանադրության 14.1. հոդվածի պահանջով «[...]Խտրականությունը, կախված սեռից, ռասայից, մաշկի գույնից, էթնիկական կամ սոցիալական ծագումից, գենետիկական հատկանիշներից, լեզվից, կրոնից, աշխարհայացքից, քաղաքական կամ այլ հայացքներից, ազգային փոքրամասնությանը պատկանելությունից, գույքային վիճակից, ծնունդից, հաշմանդամությունից, տարիքից կամ անձնական կամ սոցիալական բնույթի այլ հանգամանքներից, արգելվում է»: Իսկ ՀՀ Սահմանադրության 47 հոդվածի համաձայն «Յուրաքանչյուր ոք պարտավոր է պահպանել Սահմանադրությունը եւ օրենքները, հարգել այլոց իրավունքները, ազատությունները եւ արժանապատվությունը: Արգելվում է իրավունքների եւ ազատությունների օգտագործումը […] ազգային, ռասայական, կրոնական ատելություն բորբոքելու, բռնություն կամ պատերազմ քարոզելու նպատակով»:

Նշենք, որ դեպքի հետ կապված` ոստիկանությունը ցուցաբերել է ոչ հետեւողական, անտարբեր մոտեցում հանցագործներին գտնելու եւ պատժելու գործում: Միայն շահագրգիռ անձանց ու կազմակերպությունների հետեւողական ահազանգերի եւ հորդորների արդյունքում հնարավոր է եղել դրդել ոստիկանությանը միջամտողական գործողությունների:

Չնայած այն հանգամանքին, որ ոստիկանությունը ձեռբակալել է հանցագործներից երկուսին, այս հարցի առնչությամբ մենք պահանջում ենք ոստիկանությունից ձեռնարկել համապատասխան միջոցառումներ, հայտնաբերել ու պատժել բոլոր հանցագործներին, ապահովել DIY ակումբի եւ նման հասարակական վայրերի տերերի եւ այցելուների անվտանգությունը, ապահովել վնասների պատշաճ հատուցումը: Հարկ ենք համարում նշել, որ ոստիկանության մոտ առկա են հանցագործության մասին վկայող փաստեր, որի հիման վրա ոստիկանությունը պարտավոր է իրականացնել անհապաղ գործողություններ եւ պատասխանատվության ենթարկել հանցագործներին:

Մենք խստիվ դատապարտում ենք մեր հասարակության եւ պետության համերաշխության ու անվտանգության դեմ սերմանվող նմանօրինակ ֆանատիկ, ֆաշիստական եւ այլամերժ անօրինական դրսեւորումները, կազմակերպություներին ու գործողությունները: Հայաստանի Հանրապետությունում պիտի հաստատվի ՀՀ Սահմանադրական կարգը` հանուն մեր հանրության եւ ժողովրդի ազատության, արդարության, արժանապատվության եւ բազմամշակութային զարգացման»:

2nd Regional Network Against Homophobia in Ankara unites activists from South Caucasus, Balkans and Middle East

Turkish LGBT group Kaos GL hosted 2nd Regional Network Against Homophobia on 16-19 February in Ankara with the participation of organisations from Albania, Armenia, Azerbaijan, Bosnia Herzegovina, Croatia, Georgia, Greece, Macedonia, Montenegro, Lebanon, Serbia and Turkey.

First session, moderated by Mamikon Hovsepyan, head of PINK Armenia, welcomed new groups that joined the Network and discussed current developments and changes in participating countries.

There was also “Photography Presentation” by Nazik Armenakyan from Armenia.

Ahead of this meeting, the “Regional Network Against Homophobia” book has been published, with separate chapters on Armenia and Georgia. (see LGBT Situation in Armenia and Georgian Legislation on LGBT Issues)

Kaos GL reports:

Activists from Albania, Armenia, Azerbaijan, Bosnia Herzegovina, Croatia, Georgia, Greece, Macedonia, Montenegro, Lebanon, Serbia and Turkey came together to talk about forming news ways of network and using it as a powerful tool against hate and as a solidarity shelter in the regions. During the meetings, discussions on how and what kind of a network to create, motivations for the network, best practices from each country (such as shelters, legal victories and media…), challenges being faced, organizational needs and future cooperation took place.

Participants agreed that we reach information about each other via far channels and on different platforms; instead, we wish to reach each other in our own countries and in our local realities. The network will be established in a way it is used as a source of information about regional updates and as a pool of knowledge on local policies and developments.

The meeting was started with a welcoming forum for the new organizations and countries. Pro LGBT from Albania, Gender and Development from Azerbaijan and Helem from Lebanon took the floor to introduce their work and the most dominant agendas in the countries. Pro Albania underlined the importance of the current Anti-Discrimination Bill to be implemented. Helem expressed the “Morality Police” pressure on the community, Article 534 in Penal Code which prohibits having sexual relations that are "contradicting the laws of nature” and the BDS campaign they are endorsing. Gender and Development have expressed their stance on the upcoming Eurovision Song Contest by saying: “We do not want Europeans to come and organize a Pride event in our country. We have our own ways of working against homophobia and transphobia in our own local contexts.”

Organizations have shared their organizational needs for a number of work fields. A good number of organizations have expressed their need to reach the regional information from first hand. Other needs were to establish a lawyers network with a wealth of knowledge on local and international court results and establish a media network to promote human rights of LGBTs in the three regions.

One of the outstanding parts of the network meeting was “Existence of Lesbians and Bisexual Women: Looking at Patriachy and Feminism”. Biljana Stankovic from NLO Novi Sad Lesbian Organization and Andrea Gilbert from Athens Pride took the floor to speak on the issue from their own local realities. Stankovic, mainly speaking on women’s solidarity and the influence of wars on women and female sexuality, expressed: “We started as women in peace movements and as conscientious objectors. When Yugoslavia fell apart, there was hate speech spreading all over the Balkans. So we started writing solidarity and peace letters to each other in prisons, in shelters and as refugees.”

The Regional Network meetings will continue with sub-regional meetings in the three regions. The first sub-regional meeting will be hosted by Queer Zagreb in Croatia. The event not only aims to bring the network members together but also support the local activities being held in the hosting country during the time of the visit. The dates of the meeting in Croatia will be announced soon.

Disgrace: Armenian LGBT group WFCE awards "woman of the year" to a homophobic head of local radio station

I intended first to write a post re neo-nazi Mek Azg and Public TV thing but priorities have changed. Instead, I should focus on disgrace of the moment when one LGBT group in Armenia - WFCE ('We For Civil Equality'), awarded "woman of the year" to a homophobe head of Radio Van. Just to make a 'anti-move' against 'rival' group & people. Yes, a disgrace.

I wonder who is next on their list? Perhaps, another comparable "intelligent" homophobe ('environmental expert') Karine Danielyan who in line with what Shushanik (head of radio Van) posted claims that gays are threat to a national security and recently came up with even more ridiculousness claiming that people became "abnormal", i.e. homosexuals, because of what they eat. And then, one by one WFCE could award all the "intelligent" homophobes first, and when their list gets exhausted there is always a neo-nazi Mek Azg to praise for. Just because your 'rivals' were against them. Childish and contra productive tactics, incompatible with the notion of "civil equality".

ILGA-Europe that is vocal in protesting homophobia and their supporters in Armenia and elsewhere should investigate such a shameful behaviour of their member organisation. Sponsors of this Armenian group should take a note.

I know, there are some good passionate people working in WFCE but as an organisation they've lost all the credibility and respect they may have had.
