Hate, Lies & Ignorance – well known Armenian environmentalist Karine Danielyan attacks government for signing UN gay rights statement

'It’s a threat to national security! It’s a disease!' – says formerly respected Armenian environmentalist, head of the association “For Sustainable Human Development” NGO Karine Danielyan.

'It’s a matter of fighting discrimination and inequality' – says Dzyunik Aghajanyan, chief of international department, the Ministry of Foreign Affairs . My respects to Dzyunik Aghajanyan.


After Armenia endorsed historic UN statement against discrimination based on sexual orientation and gender identity, which in itself was a historic occasion, I was expecting negative reactions and attacks towards government for their signature. But I was not expecting this attack to come from a well known Armenian environmentalist Karine Danielyan, head of the association “For Sustainable Human Development”, whom I’ve always respected and regarded as an intelligent person.

She called homosexuality a “disease” and a “threat to the national security”. She has doctoral degree. She’s been working for years with UN agencies, other international organisations. Her daughter, Ms. Elizabeth Danielyan, is the head of World Health Organisation (WHO) office in Armenia. If Dr. Karine Danielyan had any doubts about WHO classification of diseases, she could have easily asked about it Ms. Elizabeth Danielyan. Not asking or ‘not knowing’ or ‘not wanting to know’ does not excuse her ignorance in this particular case. She is not a random person whom journalists stopped in the street and asked a question about sexual orientation or gay rights.

She is ‘worried’ that with this statement, signed at the UN, LGBT Armenians would be ‘forced’ into the Armenian culture. As if we are not part of the Armenian culture or society. Charents, Parajanov...

Apparently, she is scared of ‘gay epidemic’ which will threaten the ‘sustainable development’ of Armenian nation. You know, the same old story of gays threatening the demography of nations. She mentioned those ridiculous numbers of “current 4-5% of gays” turning into 40% in future. If we take her logic for a moment, how come during the last decades or so our country experienced continuous drop in birth rate, increased migration and other factors affecting reproduction, which she herself mentioned? Whose fault is this? Not gays’ who are not yet part of the “culture”. According to her own logic.

Number of gay people is not (and will not be) increasing, Dr. Danielyan. It’s just when the level of tolerance towards minorities increases in the society, they become more visible, they start living without hiding who they are, without living a double life which you presumably more comfortable with.

Dr. Danielyan particularly scared of the following ‘apocalyptic’ scenario: children entering schools and reading books which tell them of “three types of love” – woman+woman, man+ woman, and man+man. When I entered the school, Dr. Danielyan, there was absolutely no access or exposure to any gay related literature or “culture”. I did not read books on “three types of love”. That did not make me straight.

She then said that she is against violence towards gays. I have a question. What do you do in the face of “threats to the national security” (your words, Dr. Danielyan)? Yes, you are right. You neutralise those threats.

Person who supposedly cares about environment has no or little respect to the human diversity. I would suggest all funding organisations which support Dr. Karine Danielyan’s NGO to withdraw or freeze their support conditional to her passing equality training. Dr. Danielyan urgently needs one.

She was in a company of two other persons. One of them was Harutyun Mesropyan, “management expert” I never heard of before. He brought an example of Israel which according to Mr. Mesropyan abstains from signing similar documents. “If Israel listened to international advice or signed international documents, they would not be able to exist as a country”, - said Mr. Mesropyan. First, Israel has the best record for respecting gay rights in Middle East. Then... Here is just a quick remark. Harutyun Mesropyan is lying. Israel signed the UN statement against discrimination based on sexual orientation and gender identity (sources: 1; 2; 3). [Similarly, Hraparak correspondent wrongly put Georgia among countries which “did not sign”. Georgia did sign the UN statement.] Wishful thinking, perhaps.

He then went on further comparing beatings of gay persons with similar beatings of “thousands of other young persons” implying that there is no statement to protect the latter’s rights. You are missing the point, Mr. Mesropyan. As the head of PINK Armenia rightly pointed out in his commentary, the fundamental difference here is that gay person was beaten because who he was, because of his sexual orientation, which significantly aggravates the case. While physical assault is to be condemned in any situation, consider this. Would you put an equal mark between beating an Armenian guy because he is Armenian, and beating a guy who happens to be Armenian because of any unrelated to his nationality cause? I bet you won’t. And rightly so.

The same “expert” claimed that Ministry of Foreign Affairs endorsed the UN statement without consulting with the representatives of gay community in Armenia thus “jeopardising rights of sexual minorities”. And this became a headlining point in some Armenian media reports. WOW. As if he cares. Following his logic, I wonder why did not he consult with the representatives of LGBT community before making ‘statements’ to media. While I would certainly encourage Armenian government to consult with the representatives of LGBT community in Armenia on related issues, the UN statement was so straightforward in its condemnation of all sorts of discriminations and persecutions based on sexual orientation and gender identity, and calling for respect for human rights and equality, that I wonder what they should have consulted for? Imagine these sorts of questions. Do you want to be discriminated or not? Do you want to be persecuted or not? Do you want your rights to be protected equally with the other segments of our society or not?.. Marasmic. However, consultation with gay groups would be a desired option to discuss ways of explaining the meaning and importance of the UN statement to the public, which is sadly lacking for now.

There was another person at the media club. Infamous ex-environmentalist Khachik Stamboltsyan. I am afraid, commenting his statements would be a complete waste of time as this guy turned itself into a clinical case full of manias. According to him, masons and gays together are in a plot to destroy the earth…(and this is not the first time he is making such ‘statements’) I will stop here. It’s totally ludicrous.

With all this negativity, there is one pretty positive and encouraging sign with this story. The positivism is associated with the chief of international department of the Ministry of Foreign Affairs (MFA) Dzyunik Aghajanyan. It’s very encouraging to hear intelligent words from a person who is in charge of the MFA international department. She says that the very reason of the UN statement is to protect LGBT people from violence and discrimination.

She stated clearly and unambiguously that everyone should be equal before the law, regardless of sexual orientation. There should be no discrimination based on sexual orientation and gender identity.

MFA representative said: “Yes, that’s true, we do not have this problem to the extent of other countries. For that very reason, to prevent it from reaching that extent, we signed this statement. There should be no violence, discrimination against [gays], their human rights should not be violated. Sadly, we have such evidence.”
ԱԳՆ ներկայացուցիչն այդ հայտարարությանը Հայաստանի միանալը բացատրեց հետևյալ կերպ. «Այո մենք այդ խնդիր չունենք այն աստիճան, ինչպես շատ երկրներ, և հենց այդ մտահոգությունից, որպեսզի այդ խնդիրը մեզ մոտ երբևէ չհասնի այդ աստիճանին, մենք միացանք այդ հայտարարությանը: Որպեսզի այդ անձանց նկատմամբ բռնություններ չկիրառվեն, այդ անձիք կարծրատիպային մոտեցումների չենթարկվեն, չոտնահարվեն նրանց իրավունքները, ցավոք մենք ունենք նման տվյալներ»:
According to Dzyunik Aghajanyan, the statement says that regardless of sexual orientation (identity), a person shall not be subjected to violence, harassment or discrimination of any kind. «I do not think that in our country there will be people who will say that it is not true and that the law should be applied in different ways, depending on the sexual orientation. The law is identical for all”. Sadly, there will be many people in Armenia who would disagree with Ms. Aghajanyan's statement.

Aravot daily asked Dzyunik Aghajanyan what would her reaction be if she passed through the children park with her son and witnessed two men kissing. How she would explain this “incident” to her child? Dzyunik Aghajanyan responded saying that “even if it’s a couple of woman and man kissing, you would not stare at them. It’s a matter of differences in approaches; it depends on how you should bring up your child. Creating taboos is not a solution”.
«Առավոտի» հաջորդ հարցին՝ եթե իր զավակի հետ անցնի մանկական զբոսայգով եւ հանդիպի համբուրվող տղամարդկանց, ինչպե՞ս փոքրիկին կմեկնաբանի այդ «դրվագը», տիկին Աղաջանյանը պատասխանեց. «Այսպես թե այնպես, եթե օրը ցերեկով հասարակական վայրում զույգը, թեկուզ կին եւ տղամարդ, համբուրվում է, չես նայում: Այստեղ մոտեցումների խնդիր է, հարցն այն է, թե քո երեխային ինչպես պետք է դաստիարակես: Տաբուներ ստեղծելով՝ հարցը չի վերանում»:
As far as I am aware, Dzyunik Aghajanyan is the first high ranking Armenian official to clearly and unambiguously voice her opinion against discrimination based on sexual orientation and gender identity in such an explicit way and under such a difficult conditions. Well done, Ms. Aghajanian. My respects.

Դեկտեմբերի 9-ին Մարդու իրավունքների հռչակագրի 60-ամյակին նվիրված ՄԱԿ-ի գլխավոր ասամբլեայում տեղի ունեցած նստաշրջանի ժամանակ մի խումբ երկրների կողմից ստորագրած «Սեռական ուղղվածության և սեռական ինքնության հարցերում մարդու իրավունքների պաշտպանության մասին» հայտարարությունը խառնաշփոթ իրավիճակ է ստեղծել այդ ոլորտով զբաղվող որոշ կառույցների և անհատների շրջանում: Այսօր «Հայելի» ակումբում հարցի շուրջ բանավիճեցին Կառավարման փորձագետ Հարություն Մեսրոբյանը, Աշխարհագրական գիտությունների դոկտոր, բնապահպան, «Հանուն կայուն մարդկային զարգացման» ասոցիացիայի նախագահ Կարինե Դանիելյանը, ԱԳՆ միջազգային կազմակերպությունների վարչության պետ Ձյունիկ Աղաջանյանը:

Ստորագրված փաստաթղթին առաջինն ահազանգել է Կարինե Դանիելյանը: Նա «Գոլոս Արմենիի» թերթի հոդվածում կարդացել է, որ սեռական փոքրամասնությունների պաշտպանության համար ստորագրվել է կոնվենցիա: Պարզվել է` ոչ թե կոնվենցիա է, այլ քաղաքական հայտարարություն, որին 63 երկրների հետ միացել է նաև Հայաստանը:

Կարինե Դանիելյանը ծանոթացել է փաստաթղթին և նշում է, որ երբ ծանոթացել է տեքստին, այն ուղղակի սեռական փոքրամասնությունների պաշտպանությանն ուղված փաստաթուղթ է: Նա նշում է, որ եթե նույնիսկ այս հայտարարությանը չեն միացել ԱՄՆ-ը, Ռուսաստանը, Թուրքիան, որտեղ սեռական փոքրամասնությունները շատ ավելի բարձր տոկոս են կազմում, ապա ինչու է միացել Հայաստանը:

Ձյունիկ Աղաջանյանը պարզաբանեց, որ այդ հայտարարությունն ընդամենը ընդհանուր դրույթներ պարունակող փաստաթուղթ է, որը ոչ մի իրավական հիմք չունի. «Այդ հայտարարությունում, ի թիվս մարդու իրավունքների պաշտպանության ենթակա օբյեկտներին, նշված է նաև սեռական փորքրամասնությունները և սեռային ինքնության առումով խնդիրներ ունեցողների մարդու իրավունքների պաշտպանությունը»:

Կարինե Դանիելյանը հետաքրքրվեց, թե ինչն է Հայաստանին ստիպում միանալ նմանատիպ հայտարարությանը. «Միշտ համարվել է, որ մարդկանց մոտ 4-5 տոկոսը ունի այդխպիսի շեղումներ , դա եղել է դարերով ի վեր և ընկալվել է որպես հիվանդություն, որպես շեղում»: Տիկին Դանելյանը նշում է, որ այդպիսի փաստաթղթերի ստորագրումը վտանգում է պետության ազգային անվտանգությունը:

«Հայաստանի վերարտադրության տեմպերը շատ ցածր է, որովհետև ունենք և միգրացիա, և ցածր ծնելիություն: Այս պարագայում ինչպես պետք է մոտենալ, եթե դա դառնում է մշակույթի մաս, դա հարվածում է ազգային անվտանգությանը: Եթե երեխան մտնում է դպրոց և կարդում է այն գրքերը, որտեղ գրված է. «սերը լինում է երեք տեսակ` կին-կին, կին-տղամարդ, և տղամարդ-տղամարդ, երեխան ուրեմն հասկանում է, որ դա թույլատրելի պահվածք է, հետո էլ կանգնում ստորագրած այդպիսի փաստաթղթերին է հղում կատարում: Դա մտավ մշակույթի մեջ: 4-5 տոկոսը կդառնա 40»:

Միևնույն ժամանակ տիկին Դանիելյանը հաստատում է, որ այդ մարդիկ չպետք է խոշտանգվեն, ծեծի ենթարկվեն և նրանց հանդեպ բռնություններ կատարվեն, բայց հիմա բարձրանում է այդ մարդկանց կենսաբանական տոկոսը, այն դառնում է մշակույթի մաս:

ԱԳՆ ներկայացուցիչն այդ հայտարարությանը Հայաստանի միանալը բացատրեց հետևյալ կերպ. «Այո մենք այդ խնդիր չունենք այն աստիճան, ինչպես շատ երկրներ, և հենց այդ մտահոգությունից, որպեսզի այդ խնդիրը մեզ մոտ երբևէ չհասնի այդ աստիճանին, մենք միացանք այդ հայտարարությանը: Որպեսզի այդ անձանց նկատմամբ բռնություններ չկիրառվեն, այդ անձիք կարծրատիպային մոտեցումների չենթարկվեն, չոտնահարվեն նրանց իրավունքները, ցավոք մենք ունենք նման տվյալներ»:

Կառավարման փորձագետ Հարություն Մեսրոբյանը բոլորի ուշադրությունը հրավիրեց այն փաստին, որ Իսրայելը ոչ մի փաստաթուղթ չի ստորագրում, առավել ևս եթե դա իր պետության շահերից չի բխում. «Եթե Իսրայելը լսեր միջազգային խոհուրդները կամ ստորագրեր միջազգային փաստաթղթերը, իրենք որպես պետություն չէին կարողանա կայանալ»:

Հարություն Մեսրոբյանի կարծիքով, ցանկացած փաստաթուղթ առնվազն պետք է անցնի երկու փուլ` խնդրի ուսումնասիրություն և այդ խնդրի քննարկումը հենց տվյալ խմբին վերաբերող ներկայացուցիչների հետ: «Եթե մի օր մի արևամոլ են ծեծում, ապա ամեն օր հազարավոր երիտասարդների, ընդ որում, չունենք հետազոտություն, փորձագետների կարծիք, և որոշում ենք թուղթ ստորագրել: Այդ փաստաթղթով վտանգվել է սեռական փոքրամասնությունների իրավունքն այն պարզ պատճառով, որ սեռական փոքրամասնությունների հետ չի քննարկվել այդ փաստաթուղթը»,-ամփոփեց կառավարման փորձագետը:

Հասարակական-քաղաքական գործիչ, կենսաֆիզիկոս Խաչիկ Ստամբոլցյանն էլ հերքեց սեռական փոքրամասնությունների գենետիկորեն շեղման փաստը և շեշտեց նմանապիտ փաստաթղթերի առկայության հիմնական պատճառը. «Սա գլոբալ ծրագիր է` մասոնական կառույցների կողմից մշակված, որոնք ուզում են աշխարհը ջնջել: Ես էլ նարկոման եմ, ես էլ դրանից եմ հաճույք ստանում, ինձ էլ տվեք փոքրամասնության կարգավիճակ և պաշտպանեք իմ շահերը»:

ՄԱԿ-ի գլխավոր ասամբլեայում տեղի ունեցած նստաշրջանի ժամանակ դեկտեմբերի 9-ին 64 երկրների թվում Հայաստանը եւս ստորագրել է մի հայտարարության տակ, ըստ որի՝ մեր երկիրն այլեւս պարտավորվում է բացառել համասեռամոլների հանդեպ ցանկացած բռնություն: Փաստաթուղթը Հայաստանում տարաբնույթ մեկնաբանությունների տեղիք է տվել: Երեկ այդ թեմայով մի քննարկում էր կազմակերպվել «Հայելի» ակումբում, որին մասնակցում էին ԱԳՆ միջազգային կազմակերպությունների վարչության պետ Ձյունիկ Աղաջանյանը, «Հանուն կայուն մարդկային զարգացման» ասոցիացիայի նախագահ Կարինե Դանիելյանը, կառավարման փորձագետ Հարություն Մեսրոբյանը եւ մինչեւ վերջերս սոցքարտերի ու մարդկային համարակալման դեմ պայքարող Խաչիկ Ստամբոլցյանը:
Ձ. Աղաջանյանի կարծիքով, հարցն ավելորդ անգած ծայրահեղացվում է. «Մանավանդ՝ խոսքը ոչ թե ինչ-որ կոնվենցիայի, այլ ընդամենը քաղաքական հայտարարության մասին է, որում, ի թիվս մարդու իրավունքների պաշտպանության ենթակա օբյեկտների, նշված են նաեւ սեռական փոքրամասնությունները եւ սեռային ինքնության առումով մարդու իրավունքների պաշտպանությունը»:
Կ. Դանիելյանը հայտարարեց, որ երկար է փնտրել, բայց այդպես էլ ոչ ԱԳ նախարարության, ոչ էլ ՄԱԿ-ի վեբ-կայքում փաստաթուղթը չի գտել, ու ստիպված Ձ. Աղաջանյանից է տեքստը խնդրել: «Դրան ծանոթանալով՝ հասկացա, որ փաստաթուղթը զուտ մարդու իրավունքներին չի վերաբերում, դա հստակ նպատակաուղղված է սեռական փոքրամասնությունների իրավունքների պաշտպանությանը... Ես հասկանում եմ, թե ինչքան բարդ է մեր երկրի ու մեր արտգործնախարարության համար չմիանալը ՄԱԿ-ի որեւէ հռչակագրի, բայց մյուս կողմից՝ այդ ինչպե՞ս է, որ Թուրքիան, ԱՄՆ-ը, Ռուսաստանը ու էլի շատ երկրներ չեն միացել, ու յուրաքանչյուրը գտել է համապատասխան պատճառաբանություն: Օրինակ, Պուտինը հայտարարել է, որ իրենք ժողովրդագրական խնդիր ունեն եւ պետք է հակառակ ուղղությամբ մտածեն, այլ ոչ թե սեռական փոքրամասնությունների պաշտպանության ուղղությամբ գնան»,- ասաց տիկին Դանիելյանը՝ հավելելով, որ այս «մասով» նաեւ օրենսդրական բաց ունենք: Նա հետաքրքրվեց, թե մինչ փաստաթղթին միանալը՝ մեր երկիրն ի՞նչ ճանապարհ է անցել, ինչպիսի՞ քննարկումներ են եղել:
ԱԳՆ ներկայացուցիչը, ի պատասխան, ասաց. «Մենք բազմաթիվ հայտարարությունների ենք միանում, այդ թվում՝ նաեւ Եվրոպական հարեւանության քաղաքականության մաս կազմելու եւ այլն: Դրանք բոլորը արտաքին քաղաքական հայտարարություններ են, դրանցից ոչ մեկը ներօրենսդրական համաձայնեցման գործընթաց չի ենթադրում: Ինչ վերաբերում է այս հայտարարությանը, այն հստակ է իր բոլոր դրույթներով, ուստի Հայաստանն էլ, ելնելով իր բոլոր հանձնառություններից՝ մարդու իրավունքների ոլորտում, նպատակահարմար է գտել միանալ»:
Հ. Մեսրոբյանը հարցրեց՝ վերնագիր ունի՞ վիճահարույց հայտարարությունը: «Իհարկե՝ «Հայտարարություն՝ սեռական ուղղվածության եւ սեռական ինքնության հարցերում մարդու իրավունքների պաշտպանության մասին»,- պատասխանեց Ձ. Աղաջանյանը: «Այսինքն՝ ամեն դեպքում մարդու իրավունքը չէ, սեռակա՛ն իրավունքն է»,- հնչեց Մեսրոբյանի ռեպլիկը: Կրկին Կ. Դանիելյանը բորբոքվեց եւ հարցրեց, թե ինչո՞ւ պիտի Հայաստանը միանար մի հայտարարության, որը միայն օտար լեզվով է հրապարակված, հետեւաբար հասու չէ բոլոր հայաստանցիներին, բացի այդ, նրա խոսքով, այդ փաստաթուղթը խրախուսում է միասեռականությունը. «Ես որպես էկոլոգ, հետաքրքրված եմ, օրինակ, էկոլոգիական իրավունքները ոչ միայն ամբողջ աշխարհում, այլեւ Հայաստանում լրջորեն վտանգված են, բայց կարծես թե ոչ ոք չի ուզում էկոլոգիական իրավունքների պաշտպանությունը հատուկ շեշտել, իսկ քննարկվող երեւույթն այդքան տարածված չէ, 4-5% է կազմում եւ այդ տիպի փաստաթղթերի ենք միանում, այն դեպքում, երբ մեր երկրում վերարտադրության տեմպերն ավելի ցածր են, քան եվրոպական երկրներում: Դա հարվածում է մեր ազգային անվտանգությանը... Եթե երեխան մտնում է դպրոց եւ ստանում է գրքեր, որտեղ գրված է, թե սերը 3 տեսակի է լինում՝ կին-տղամարդ, կին-կին, տղամարդ-տղամարդ, նա մտածում է, որ դա կարելի է փորձել, մանավանդ՝ փաստաթղթերն էլ իրավունքները պաշտպանում են, արդյունքում՝ 4-5%-ը 40-50% է դառնում»:
Ձ. Աղաջանյանին հարցրինք՝ ԱԳ նախարարությունը հայաստանցի միասեռականներից ինչ-ինչ արձագանքներ ստացե՞լ է, եթե, իհարկե, վերջիններս տեղյակ են այդ հայտարարությանը: «Մենք արձագանք ստանալու անհրաժեշտություն չունենք»,- պատասխանեց նա, հավելելով, որ տարիներ շարունակ աչք է փակվել նման թեմաների վրա,- իհարկե, սեռական փոքրամասնությունների գոյությունը մտահոգիչ է: Եվ եթե ունենք հարցեր, պետք է ուսումնասիրություններ անենք, որ դաստիարակության, կրթության միջոցով բացառենք այդ 4%-ը»:
«Առավոտի» հաջորդ հարցին՝ եթե իր զավակի հետ անցնի մանկական զբոսայգով եւ հանդիպի համբուրվող տղամարդկանց, ինչպե՞ս փոքրիկին կմեկնաբանի այդ «դրվագը», տիկին Աղաջանյանը պատասխանեց. «Այսպես թե այնպես, եթե օրը ցերեկով հասարակական վայրում զույգը, թեկուզ կին եւ տղամարդ, համբուրվում է, չես նայում: Այստեղ մոտեցումների խնդիր է, հարցն այն է, թե քո երեխային ինչպես պետք է դաստիարակես: Տաբուներ ստեղծելով՝ հարցը չի վերանում»: Նույն հարցին ուզում էր նաեւ տիկին Դանիելյանը պատասխանել, սակայն քննարկումն այնքան թեժացավ, որ նա մոռացավ այդ մասին ու մտովի տեղափոխվեց ԱՄՆ. «Ես ԱՄՆ-ում եղել եմ այն քաղաքներում, որոնք համարվում են միասեռականության կենտրոններ, օրինակ՝ համալսարաններում գրված է. այստեղ հանդիպում են լեսբուհիները, այստեղ՝ հոմոսեքսուալները, դա երկրի համար աղետ է, դրա համար էլ ԱՄՆ-ը չի միացել այդ հռչակագրին»: Խ. ЕРЕВАН, 12 января /Новости-Армения/. Присоединение Армении к заявлению о защите прав человека в вопросах сексуальной идентичности опасно с точки зрения национальной безопасности, считает доктор географических наук, председатель «За устойчивое человеческое развитие» Карине Даниелян.

9 декабря 2008 года на заседании Генеральной Ассамблеи ООН, посвященной 60-летию декларации прав человека, представитель Аргентины от имени 66 государств обратил внимание на необходимость защиты прав сексуальных меньшинств и отмены уголовного преследования за гомосексуализм, выразив серьезную озабоченность тем, что лица с нетрадиционной сексуальной ориентацией во многих странах по-прежнему подвергаются запугиванию и преследованиям, а их права нарушаются.

«Присоединение к этому заявлению может создать проблему на уровне национальной безопасности, так как это может сделать гомосексуальность частью культуры страны, что еще больше сократит темпы демографического воспроизводства», - сказала она в понедельник на пресс-конференции.

По словам Даниелян, темпы демографического воспроизводства в Армении гораздо ниже, чем в той же Европе, потому что наряду с низкой рождаемостью в стране существует еще и проблема с миграцией.

«Да, я считаю, что насилие в отношении этих людей недопустимо, но нельзя также допустить, чтобы гомосексуализм вошел в культуру страны», - сказала Даниелян.

В свою очередь начальник управления по международным организациям МИД Армении Дзюник Агаджанян отметила, что заявление касается лишь борьбы с насилием в отношении сексуальных меньшинств и вовсе не призывает сделать гомосексуальность частью культуры.

«Армения присоединилась к политическому заявлению, которое показывает политическую позицию страны касательно проблемы с насилием в отношении людей с нетрадиционной ориентацией», - сказала она.

По ее словам, в заявлении говорится о том, что, независимо от сексуальной идентичности, человек не должен подвергаться насилию и преследованиям или какой-либо дискриминация. «Я не думаю, что в нашей стране найдется человек, который скажет, что это не так и что закон должен применяться по-разному, в зависимости от сексуальной идентичности человека. Закон одинаков для всех», - отметила Агаджанян.–0--

Well, no I understand your recent status line on Facebook. Outrageous when you consider that this comes from an NGO supposedly interested in "sustainable development" and whose head has a daughter working for the World Health Organization.

Excellent post, and interesting to note the response of the media quoted in your entry. Rather than quiz Danielyan on her homophobia, it effectively instead attacks Aghajanyan. Of course, it does represent the knee-jerk reaction of most to "European values."

The population doesn't generally understand concepts such as "democracy" or "human rights." Instead, many get all paranoid about such things and let their lack of tolerance for minority and religious rights come to the fore instead.

Sad.

Number of gay people is not (and will not be) increasing, Dr. Danielyan. It’s just when the level of tolerance towards minorities increases in the society, they become more visible, they start living without hiding who they are, without living a double life which you presumably more comfortable with.

Of course, another aspect of this all is that when minorities become more visible, those prevalent intolerant attitudes in society rise to the surface.

It's a knee-jerk reaction, and one that will undoubtedly happen more and more, but this is reality that has to be faced and resolved. I don't think it will be pleasant.

Actually, that's what I've always maintained when some Armenians from the Diaspora have come here and said that homophobia isn't a problem.

Instead, what they failed to realize is that confined to discrete locations such as specific nightclubs, LGBT freedoms weren't "open." When they do become more visible, however, more people such as Danielyan will appear.

Of course, this means it's a test for the UN declaration as well as the Armenian government's stated aim of not tolerating homophobia and hate in society as well as allowing freedom of the individual.

I'm sure the same thing happened in other societies in the West. That's not to condone her comments, but rather to suggest that real tolerance will now need to be promoted here.

Very true, Onnik. All countries passed this stage. Of course, in more socially conservative, “traditional” countries, like Armenia, this process may have even nastier waves.

It’s a test, partly for gay community too, to get more organised and discuss/refine tactics. Sadly, as in other segments of our society, there is fragmentation and rivalry within the LGBT community too (having so few openly gay people out there). But I suppose, it’s ‘normal’, isn’t it?

However, it’s much a bigger test for our government’s stated aims to combat homophobia and promote equality, regardless of sexual orientation or gender identity, if we to believe that their signature under the UN statement has any meaning and value. I do want to believe this, however hard it could be.

Agree, having few places to hang out is good, of course, but in itself is not yet an indication of society becoming more tolerant and open. It’s extremely important to have support of open minded segments of Armenian Diaspora and foreigners residing in Armenia. Only with their help, and we have examples in past and present, it was possible to open up gay or gay-friendly places in Yerevan. We do need support from other open minded local Armenians too.

What is essential now is along with widening a network of LGBT-friendly venues or institutions, to start educational campaign. Public education is key here, and not only among heterosexual majority, but within the gay community too. You may be surprised but I met and heard of quite a few gay Armenians who think that them being gay is not normal. Decades of Soviet propaganda… not easy to combat even within the gay community, even among reasonably liberal or open-minded people.

It’s here when I would love to see government’s support in promoting real tolerance, especially via TV, as the most accessible media in Armenia.

Ok, I need more info. Is this a rhetorical question? :) If not rhetorical, are you asking for reports re this particular case, or in general, LGBT-related reports in Armenian media? Sadly, there are only very few examples of good, professional reporting in Armenian media on gay-related issues, e.g. from ArmeniaNow and Hetq. See, I am honest and not negative. :)

In this particular case, the problem was not so much in media coverage per se. Out of 4 media reports cited in my post (Hetq, Aravot, Novosti-Armenia, Hraparak), the most objectional coverage was in Hraparak.

The real problem here was that during that debate media representatives effectively sided with Karine Danielyan & co targetting Dzyunik Aghajanyan. As Onnik mentioned above, regrettably they did not quiz Danielyan and others over their homophobia. In fact, they did not questioned them at all. At least this was the impression I got reading media reports.

And I suppose this is interesting to contrast with how the mass media and civil society in the West in particular would deal with such a subject.

"Targeting Aghajanyan" for what? Strengthening human rights protection in Armenia?

Moreover, as homosexuality is already decriminalized here, the UN declaration has nothing to do with forcing an issue on the country.

Some countries, for example the U.S., didn't sign simply because they believed the matter was one for local legislation to determine.

Meanwhile, the declaration reinforces Armenia's position on the matter, but as Danielyan's comments show, much needs to be done locally.

Teaching tolerance of others in schools would be a good start and many will be now watching to see how any discrimination or hate-attacks are dealt with under the law.

Right, and how on earth will that be done considering the level of intolerance as a whole and the outright stupid attitude Armenians generally have to matters of sexuality (heterosexual relations as well as homosexual).

Most parents pretend that sex just doesn't exist at all and when the issue of teaching about sex in schools is brought up, they start mimicking like crazy.

During their press conference in December 2008, representative of the Ministry of Health in Armenia and head of Real World/Real People NGO stressed the significance of sex education starting with schools. “The subject will definitely be included [in the school curricula]”; “The Education Ministry has accepted the idea.” I am still sceptical about this otherwise encouraging news as have not heard about any follow up developments as of now.

RFE/RL: “That is impossible to do without involving the educational system,” said Hovannes Madoyan, chairman of the non-governmental organization Real World/Real People. Madoyan urged the government to introduce mandatory courses on sex education and HIV/AIDS avoidance in Armenian schools.

According to Deputy Health Minister Tatul Hakobian, the Health Ministry has already come up with a relevant initiative and expects a positive response from Education Ministry. “The subject will definitely be included [in the school curricula,]” he said. “The Education Ministry has accepted the idea.”

I know, easy to say than to act and achieve, but the role of media should be crucial here in informing, changing stereotypes and clichés. For a start it would be great to have regular trainings for media representatives from both electronic and printed media on sexuality and sexual education. Kind of ‘training of trainers’ approach. May be some media organisations, like your Media Diversity Institute or others could try to get assistance from international and local agencies to organise such training? What do you think about it? Then our journalists would be able (hopefully) to cover issues on sexuality and sex in a more professional and knowledgeable way via TV programmes, articles etc. I know it would be hard for journalists too, as they would most probably be accused of ‘amoral propaganda’, which is against our ‘traditional values’ and similar bullshits. But I suppose this is the only way to go, to pass this stage, however tough it would be...

Just wanted to make a couple of uninvited points on the subject (well, it's an open blog, right?). My personal position only (I am Armenian, straight).

1) Legally, constitutionally, civically - gays are as much citizens of Armenia as anybody else. Nobody's business who they sleep with, just as nobody's business who ANYBODY sleeps with. The law and government bodies should be totally blind to sexual orientation of the citizens. There should be no legal discrimination, and therefore, no special legal protection.

2) Socially, it's up to individuals. You cannot legislate attitudes of the people. Let the gays flaunt their "gayness", and they will get my negative attitude, absolutely deservingly. The same is true for heterosexuals, of course. Generally, I can't stand sexual behavior in public. If you are so repressed and insecure that you have to showingly massage the thigh or a back of your girl-friend at a totally non-sexual public party (quite a common scene among Americans, by the way) I can only have pity for you.

In general, if any human being wants to be first identified by his sexual instincts and only then by what kind of a person he or she is, I have little respect for that human. Let's say, somebody is gay. So what? Who the fuck cares? Why should I know it? Why should he show it? To me, it's the same when unfamiliar straight people would all of a sudden start discussing in what positions they are banging their girl-friends, how deep they are penetrating them, measure and compare the depth in inches, etc. I am making it more graphic to show that it is a god-damn private and personal matter for ANYBODY, be it gay or straight! I don't want to know unfamiliar people's sexual life, its problems, achievements, details - anything. Go fuck whichever animal you fuck in the privacy of your fucking home! :)

And the last point. I don't know if gayness is 100% genetic or not. My feeling is that for some people it could be (and make itself apparent at an early age) and for others the lifestyle and environment can play a "tipping point" role. Again, I don't know, and I haven't heard about the consensus of scientific community on this issue. But the fact is that the overwhelming majority of humans - when it comes to sexual matters - are attracted to the opposite sex absolutely naturally and instinctively. And when that majority (including me) tries to imagine the homosexual attraction with relation to itself, it cringes in disgust. And because of that simple fact it will not and should not accept homosexuality as NORMAL! For gays it might feel normal, I don't know, but for us, mere mortals :), it will never be. And that is why I am absolutely opposed to education efforts that would put hetero- and homosexuality on the EQUAL plane as totally EQUIVALENT, NORMAL, and NATURAL variants of human sexuality. They are not. The 5 or whatever percent of people are DIFFERENT (I never advocated branding it as a disease or mental perversion or whatever), they have their special needs and desires when it comes to their PRIVATE life, they should be accepted as they are, they should not be discriminated against, and, once again, in regular life you should not know or care about those very intimate needs, just as they should not show or flaunt it publicly, just as anybody shouldn't. That's it.

Sadly, many people do care, and do not judge a person “by what kind of a person he or she is”, regardless of sexual orientation.

The main problem with your commentary comes when you try defining what constitute “normality”. Sexual orientation is very complex and diverse. True, majority of people are attracted to those of opposite sex. And yes, it’s perfectly normal. However, there is minority who is attracted to those of opposite sex, or both sexes. And this is EQUALLY NORMAL too.

I am glad to read that you do not advocate homosexuality to be branded as disease or perversion. However, being “different”, as you put it, does not make them less normal or equal. Your commentary proves that that the key in dealing with the issues of sexuality and sex in Armenia is education.

Ani, unfortunately, many people here in Armenia do not tolerate people being left-handed either just as they didn't a few generations ago in England.

For example, nowadays a child who is left-handed is not forced to write with their right-hand, but when my mum was a child in England in the 1950s she was.

Fast forward to today in Armenia. My son was also born left-handed and against my wishes was forced in school and by my ex-wife's family to use his right-hand.

It also reminds me of another example. About two years ago an Italian girl (well, 23-years old) was here and she was outraged when she was sitting on public transport writing in her notebook.

She was writing with her left-hand, you see, and some middle-aged Armenian woman went up to her, angrily addressed her in Armenian, and ACTUALLY TOOK THE PEN AND STUCK IT IN HER RIGHT HAND!!!

Yes, indeed, tolerance of others -- or actually minding your own business -- in Armenia sorely needs to be encouraged here. Yes, key is education, and yes, it won't be quick or easy just as it wasn't in the West.

Off the topic, but a matter of a difference in mentality for sure, I am divorced, my wife is a local, and my son is both a British and Armenian citizen. However, his mother has custody.

Local Armenians here constantly tell me I should leave. They just don't understand why a father would stay in a country to be close to their son.

Many attitudes (including those to family which exist ONLY in the "traditional" setting of marriage) need to change here and they will. The question is when. As we're all in agreement on, I think, education and generational change is key.

My father was born left handed and was forced to become right handed, and I think it affected him negatively his whole life--I am sorry for your son! By the way, Barack Obama is left handed, and so is Bill Clinton (and also George Bush Sr.)

Let's not be disingenuous here. You cannot tell me that the analogy of right- and left-handedness is really fitting here. Then you can go on talking about black and blond hair, blue and brown eyes, etc., etc.. This is not serious.

I repeat, the main test for me is when one is putting himself in other's shoes. I am right-handed, but if I imagine myself left-handed I shrug. So what? No big deal. And I think most psychiatrically adequate people would behave similarly. The same goes for most other attributes.
But when I imagine myself "making love" to another man I don't shrug. I am absolutely naturally and biologically (no "traditional cultural" baggage here; plus, I am not a traditional Armenian at all) repulsed and revolted. For a minute, if you are straight and reading this, imagine the same to yourself. See the reaction? (And don't let now the "progressive cultural" baggage influence your biological reaction!!)

This is all I am saying.

About "normality". I would not be surprised if for a 100% gay person his homosexual impulses are perceived by him as normal and natural. As I said before, I don't know for sure but I will not be surprised if it is so. I can UNDERSTAND it, and I do ACCEPT that this phenomenon exists among minority of humans. I am against their persecution, against their discrimination, against their inequality as citizens. On the legal and civic front there should be NO difference between all law-abiding citizens. Period.

But to say that I (not he!) should accept his sexual desires as "equally normal" to mine when I get naturally disgusted imagining them will get gays nowhere and will only damage their cause. And it IS damaging their cause. Gays want the majority to accept and understand them but they should try to understand and accept the majority and its biology as well. And not overdo the whole "sexual" thing. Otherwise, as I noted, they are tempted to identify themselves not as people first but as gays and flaunt that identity. And for those types I feel pity. Just as I would feel pity for a straight stranger who would introduce himself or behave as a "woman-fucker". :)

How could you argue that you are naturally and biologically disgusted when imagining two gay men making love? Or is it rather culturally constructed? Perhaps the very moment you imagine two men having sex, you have to experience disgust in order to keep your pre-established and culturally affirmed (patriarchal) male identity. I doubt that you experience repulsion when you imagine two "sexy" lesbians making love. So, is your reaction then cultural and social or biological?

Don't know anything about Moslem neighbors although it does raise a point about why people here are so against it. Personally my gut reaction is that they like "conformity" and the Armenian identity is pretty pretty much on the mistaken idea of "uniformity."

That's probably why in the 1950s my Mum had the same problem in England and was made to write with her right hand. Of course, when it comes to sexuality this is another matter and it's all about tradition, reproduction and religious values (even if most don't actually live a pious life otherwise).

Regardless, what is the story with Moslem's and using the left hand?

Anyway, what is more to the point is whether minorities -- religious, national or sexual -- are discriminated against or subject to hate crimes. Forget about heavy petting, but what about if two obviously gay men are walking down the street hand in hand?

Why should that be considered any different to the countless scores of Armenian young men dressed in black walking down the street arm in arm or with their arms round the other's shoulders? I think ultimately it's all about the projection of "moral values."

The same is true when it comes to heterosexual sex as well. I mean, it's okay for an Armenian guy to get married and screw around, or for teenage boys to lose their virginity to prostitutes, but a woman who even has a sexual relationship outside of marriage is "un-Armenian?"

Basically, this all -- including left-handedness, long hair, premarital sex, homosexuality, liberalism, etc -- boils down to traditional values, stereotypes and the lack of tolerance for anything "different" in Armenian society. Yes, there are exceptions, but we're talking about the majority prevailing view.

And yes, it does need to change and will. Again, education and generational change is key just as it is/was elsewhere. And as for thinking about two men making love or kissing I don't, so it's not an issue for me. I won't, ahem, comment on "two sexy lesbians," however...

What was unexpected was that such statements have come from the head of a "sustainable HUMAN development" NGO who works with the UN and whose daughter is head of the WHO office in Armenia (who should be concerned with tolerance when it comes to sexuality and reproductive health).

Basically I'd agree that Danielyan's involvement in anything related to sustainable development is in question now, especially through the UN. Sure, she's an environmentalist and I hope not involved with many other development issues, but why on earth did she even decide to come out with such comments?

Maybe she got pissed off with the recent lesbian environmental action? It's either that or she's simply a bigot. Her comments were at odds with her role in sustainable development and a progressive civil society in Armenia.

I loved the misunderstanding about WOW's project (quoted by Onnik) that it had an environmental agenda. The idea of having shovels and gardening books during the exhibition opening was meant to motivate the audience to cultivate the garden. The larger goal we wanted to accomplish was to connect art with labor, as well as to salvage the discredited soviet idea of collective labor. Through working together we wanted to produce a space for an intersubjective exchange between the artists, the curator and the audience... But any misunderstanding is a form of understanding, and perhaps it can have more of a use value to associate the queer exhibition with environmental activism.

Well, another failure of the media if they didn't approach her (in such a position) to ask for a comment on her mother's statement.

Of course, I have to be honest, I've lost confidence in the local media so I rarely check even Hetq, Armenia Now and RFE/RL.

Regardless, as a mother of someone in such a position AND a representative of "civil society," Danielyan should know better.

In a normal country she'd have had to apologize by now. Has she?

I'm not surprised that an activist and so called "open-minded" person condemns this resolution ratification. We have plenty of hill-billies in charge of human rights, "sustainable" developement, environement, etc. The NGO sector in Armenia is also heavily corrupted. We have plenty of idiots there too. We need some time. The worst in this whole story is that the average Armenian won't know what the resolution is about! As usual, there won't be any debate. Just exchange of accusations. BTW, I'm glad that for once the Armenian government took the right decesion. All is not lost yet ... There is hope !

Congrats to Dzyunik Aghajanyan for being appointed as Armenia ambassador to the Netherlands. I remember her stance re gay rights, as per above. She is intelligent and high class professional. Respects.

Friends, it is maybe late, but I want to clear up, Elizabeth Danielyan (head of World Health Organization office in Armenia) is not a daughter of Karine Danielyan. Her mother is also an environmental NGO lead, but not Karine Danielyan. Her last name is Manvelyan, but I forgot her first name. Dear journalist, please check your facts before publishing.

Elizabeth Danielyan is not Karine Danielyan's daughter, they are not relatives at all.
