Changes upcoming? - sexual education classes in schools, amendments of legal regulations on HIV/AIDS in Armenia

This fits rightly with the links I posted looking back on 2008. Armenian Panorama.am cites Ara Babloyan, a former health minister chairing the Armenian parliament’s standing committee on healthcare, as indicating that there will be changes in legal regulations of HIV/AIDS in Armenia, to update them taking into account current realities and human rights issues. He did not specify the exact changes proposed, while hinting at some of them, but he said that they are upcoming.

Let's hope that they will overturn travel ban of HIV-positive people, as well as reported existing ban on blood donation by gays. In some cases, following Russian example is a right thing to do, like in the case of Russia's lifting ban of blood donations by gays, which puts Russia on a higher scale of respecting human rights for this very particular issue than, say, even the UK.
ՁԻԱՀ-Ի ԴԵՄ ՊԱՅՔԱՐԻ ՔՍԱՆԵՐՈՐԴ ՀԱՄԱՇԽԱՐՀԱՅԻՆ ՕՐՆ Է

Աշխարհում այսօր նշում են ՁԻԱՀ-ի դեմ պայքարի համաշխարհային օրը: Առաջին անգամ ՄԻԱՎ/ՁԻԱՀ-ի դեմ պայքարի օրը նշվել է 1988 թվականի դեկտեմբերի 1-ին, այն կազմակերպել է Առողջապահության միջազգային կազմակերպությունը (ԱՀԿ): Այս օրը նշվում է ՄԻԱՎ/ՁԻԱՀ-ի խնդրի նկատմամբ հասարակության լայն խավերի ուշադրությունը գրավելու, կանխարգելման ոլոտում նոր կազմակերպություններ, խմբեր և անհատներ ներգրավելու համար: «Կարևորելով ՄԻԱՎ/ՁԻԱՀ-ի դեմ պայքարի խնդիրներն ու հետևողական լինելով երկրում հիվանադության կանխարգելմանը, ներկայում ԱԺ-ում աշխատանքներ են իրականացվում ՄԻԱՎ/ՁԻԱՀ-ի դեմ պայքարին ուղղված օրենքում որոշակի շտկումներ մտցնելու ուղղությամբ»,-այսօր ՄԱԿ-ում օրվա կապակցությամբ անցկացված միջոցառման ժամանակ լրագրողների հետ զրույցում ասաց ԱԺ առողջապահական հարցերի մշտական հանձնաժողովի նախագահ Արա Բաբլոյանը: Նա նշում է, որ բժշկագիտության ու այս հարցի շուրջ մոտեցումները զարգանալու շնորհիվ օրենքում որոշակի փոփոխություններ են պահանջվում.«Մի կողմից այդ փոփոխություններն ուղղված են լինելու կրթական ու կանխարգելման ծրագրերի ընդլայնմանը, որ հասարակությունն ու առավել ևս երիտասարդությունը ճիշտ իրազեկվեն, իսկ մյուս կողմից էլ՝ նպատակ կա աշխատել բուժական ու կանխարգելման ծրագրերը կատարելագործելու ուղղությամբ»: Որոշ փոփոխություններ արդեն մշակվել են և շուտով շրջանառության մեջ կդրվեն: «Օրինակ ժամանակին կոշտ մոտեցում կար ոչ միայն հիվանդության, այլև՝ հիվանդների նկատմամբ: Այդ առումով, մենք պետք է փոփոխենք օրենսդրության մեջ այն կետերը, որոնք կարող են բերել խտրականության զարգացմանը: Միևնույն ժամանակ, երբ առաջին օրենքի համաձայն ստուգվում էին թեկուզ 3 ամսով Հայաստան եկողները, ապա այժմ գտնում ենք, որ դա անիմաստ է, քանի որ թեկուզ 1 ամսով երկիր եկողը կարող է վարակակիր լինել»,-ասաց Ա. Բաբլոյանը: Ըստ նրա, հարկավոր է կրթել ու իրազեկել հասարակությանը, որպեսզի հնարավոր լինի խուսափել վարակից: Իսկ ՄԱԿ-ի մանկական հիմնադրամի ներկայացուցիչ, ՄԱԿ-ի ՄԻԱՎ/ՁԻԱՀ-ի թեմատիկ խմբի նախագահ Լեյլի Մոշիրին ասաց, որ այս հիվանդության դեմ հարկավոր է միասնական, համաշխարհային մակարդակով պայքարել, որպեսզի հնարավոր լինի հիվանդության թվի կրճատման ցանկալի արդյունքներին հասնել, քանի որ սա միջգերատեսչական խնդիր է ու բոլոր գերատեսչությունները, հասարակության բոլոր հատվածները, «բոլորն անխտիր» պետք է մասնակցեն այս գործընթացին՝ ՄԻԱՎ/ՁԻԱՀ-ի դեմ պայքարին:
In another report from the press conference, RFE/RL, citing Samvel Grigoryan, head of the National AIDS Prevention Centre, notes of a “record-high number of HIV cases in Armenia this year”. While RFE/RL cites “unsafe sex and increased drug use as the main reasons for the spread”, these increased numbers may well be a consequence of improved registration of HIV cases in Armenia.

Importantly, a representative of the Ministry of Health in Armenia and head of Real World/Real People NGO stressed the significance of sex education starting with schools. “The subject will definitely be included [in the school curricula]”; “The Education Ministry has accepted the idea.”
Armenian HIV Cases Reach New High

Medical authorities have registered a record-high number of HIV cases in Armenia this year and plan to step up preventive measures against the disease, officials said on Monday.

According to Samvel Grigorian, head of the Armenian Health Ministry’s Center for the Prevention of AIDS, 118 persons have been diagnosed with the virus causing AIDS in 2008, raising to 656 the total number of HIV cases officially registered since 1988. Most of those cases have been identified in the past four years, said Grigorian.

The real number of HIV carriers in the country is believed to be much larger. Grigorian’s center estimates it at approximately 2,300. It considers unsafe sex and increased drug use as the main reasons for the spread of the potentially deadly disease.

Speaking at a news conference, officials and experts dealing with the problem said the latest HIV statistics underline the need to significantly boost public awareness of the disease which they believe still leaves much to be desired. “Our emphasis must be on educating our citizens and raising their awareness,” said Ara Babloyan, a former health minister chairing the Armenian parliament’s standing committee on healthcare.

“That is impossible to do without involving the educational system,” said Hovannes Madoyan, chairman of the non-governmental organization Real World/Real People. Madoyan urged the government to introduce mandatory courses on sex education and HIV/AIDS avoidance in Armenian schools.

According to Deputy Health Minister Tatul Hakobian, the Health Ministry has already come up with a relevant initiative and expects a positive response from Education Ministry. “The subject will definitely be included [in the school curricula,]” he said. “The Education Ministry has accepted the idea.”
